Government Nursing Officers Association Protesting Campaign

A protesting campaign has been conducted by the government Nursing Officers Association in order to obtain solutions for under mentions request which are affecting to the service of nurses. Said protesting campaign was held in front of 30 main government hospitals all over the country at 12 noon to 1pm. On January 31st and February 9th.

GNOA demands as follows,

1. The Uniform allowance for nurses has not been increased in order to face the present course of living and relevant and connected step has not been taken by the government to solve the said matter.

The uniform allowance should be increased up to worth at 15,000/- per annual.


2. Risky allowance, operation theater allowance, inventory allowance have not been increased or updated to relativize to the present cost of living and paying unit for said services have not been change relevantly.


3. The promotion relating II A grade have not been granted to the nursing officers who are completed the five year duration there service.


4. According to the old nursing constitution the officers’ who completed the salary scale of Rs. 21,620 have been entitled the promotion of the grade I on the basis of super grade such promotions had not been granted in the year.


5. According to the transfer board relating to the transfer of the officers’ has not been held in the year of 2011 for the relevant year.


6. Five working days per week which is common to the government services is not operating to nursing service. Present nurses are working 6 days for a week. (In the year 2010 a committee had been appointed and also they have been publishing their report regarding this matter. However recommendations were not yet established.)


7. As a result of the protesting campaign we have raised in the year 2010. The government agreed to grand promotion for grade 1 to the nursing officers who completed the 12 years’ service duration In there service, and also they agreed to pay the due arrears salaries, affecting backdated up to 1988.01.01 for such officers’

The authorities had defaulted to grand such promotion and pay the said salary according to the settlement.


8. Graduates of nursing have been enrolment to the government services. And the nursing officers who completed the nursing degree have not been granted salary Increase.


9. Telephone allowance paid only to the medical services had not given to the nursing officers
10. Resistance and disturbance to the due operations of the circular on 36 hour services have not been removed by the authority.


11. Tax free vehicle permit have not been given to the principals of N. T. S. and Special Trainee nursing officers and nursing directors. These permits give only for medical service in health sector.


12. Present age of enrolment of the mail nurses to the services have not been increased up to 30%


13. Over time allowance have not been given proportionate to 1/180 of monthly salary per hour.


14. The resolution and amendments regarding the nursing constitution tendered by the union has not given any effects by the authorities.


15. When the allowances paid to the overtime and other services exceeds the basic salary, such allowance had been deducted by the government


16. The health authorities had decided as a Policy decision to commit the new enrolment and promotions on merit basis the circular effecting to the said policy decision have not yet been issued by the minister.

18. To increase male nurse intake up to 30%


This protesting campaign was very successful since over 10 000 nurses participated to the campaign Participating from every main hospital of the country.

The President of the Public Services United Nurses Union’ rev. Muruththettuwe Annanda thero has betrayed the reasonable and fair requests, and compelled for nurses not to participate to the protesting campaign through the government media. However majority of the members of the Service participated to the campaign ignoring the request of the said president.
Testing campaign was held, at the 30 government hospitals National Hospital Colombo, Maharagama Cancer Hospital, Kandy, Galle, Jaffna, Batticoloa, Kalubovila, Kurunegal teaching hospitals, Matara, Ampara, Badulla General Hospitals, etc.
A few journalist reports and the photography of the said campaign have been attached to this letter. As a result of these protesting campaign health authorities tend to discuss with GNOA and able to solve following mentioned demands.

Circular issued by giving approval for Grade II A and Grade I promotions on 22nd of February. Draft document submitted to get approval for denote staff grades in nursing service. The Treasury and Salary commission agreed to increase uniform allowance from Rs. 9000 up to Rs. 13 000 The cabinet approval has given for increase allowance from Rs. 5000 up to Rs. 10000 for nursing tutors. The Treasury and Salary commission agreed to give Rs. 2000 as telephone allowance only for Special Grade nursing officers. However GNOA demand is increase these allowance up to Rs. 4000 and for all nurses.
GNOA plan actions further more for win rest demands. The Campaign which was arranged on 28th of February postponed due to unfair political situation in the country
